The Name

The firm is named for Duddington Place, the Capitol Hill street where Brendan lived — a block from the Capitol, in the neighborhood where the work actually happens. After nearly twenty years working those buildings from the inside, he started the firm a few blocks away.

About Brendan

Brendan Belair founded Duddington Global Strategies after nearly two decades on Capitol Hill, working for four members of Congress across the committees that shape health, appropriations, and judiciary policy.

He served as Republican Staff Director of the House Judiciary Committee, with jurisdiction spanning intellectual property, antitrust, immigration, criminal justice, the federal courts, and oversight of the Department of Justice. He was Chief of Staff to Rep. Doug Collins, now Secretary of Veterans Affairs, and Deputy Chief of Staff and then Chief of Staff to Rep. John Carter — serving as key staff to both members in House Republican leadership, Collins as Conference Vice Chair and Carter as Conference Secretary. Earlier he was Legislative Director to Rep. Tim Murphy and began his career with Rep. Charlie Norwood. He has worked on federal campaigns throughout his career. He holds a J.D.

The firm's cornerstone practices are veterans affairs and health policy, where Brendan works across VA's health, technology, and acquisition offices, and forensic science policy, where he has drafted and advanced federal legislation funding forensic genetic genealogy. The firm also represents clients in technology, financial services, dietary supplements, transportation, and telecommunications.

Clients work with Brendan directly. There is no account team and no handoff — the person who takes the meeting is the person who does the work.

He lives in Alexandria with his wife and three children.

Practice Areas

  • Veterans Affairs and Health Policy

The firm's largest practice. Brendan works across the Department of Veterans Affairs — its health administration, technology and acquisition offices, and benefits delivery — as well as the authorizing and appropriations committees with jurisdiction over VA. The work spans veterans' access to care, health technology adoption, payment integrity, and the contracting pathways that determine whether VA can deploy a product at scale.

  • Forensic Science

A specialized practice built around the federal funding and statutory frameworks supporting forensic technology. Brendan has drafted federal legislation to fund and regulate forensic genetic genealogy, and works the appropriations and grant programs that put forensic capability in the hands of state and local law enforcement — including the state-level campaigns that determine whether federal authorization translates into adoption.

  • Technology

Federal authorization, security compliance, and procurement strategy for companies selling into government.

  • Financial Services, Dietary Supplements, Transportation, and Telecommunications

Legislative and regulatory representation across committee jurisdictions including Energy and Commerce, Financial Services, Judiciary, and Transportation and Infrastructure.
